newbie digital question

I know I watched a video of how to do this, but now that I actually WANT to do it, I can't for the life of me find the link or how-to. I have a journal tag template for PSE and would like to change the color. It comes in black and I would like to customize it for my page. HELP please!!!

Unless it was just mentioned in a discussion topic here, it wouldn't have been via the forum. I'm pretty sure it's never been a class prompt!

Two ideas though:
1. On my blog at the left side there is a link to all the digital tutorials. (Or http://www.shimelle.com/tutorials/ to jump straight there.) So you can see if there's something there that you are remembering.

2. There are many tutorials out there for this, so just try typing "change colour in PSE". There are two ways that I change colours in Photoshop: either through the hue/saturation property (under the image tab) or by making a new layer, filling the whole thing with the colour I want then using the blending modes (like colour or hue) in the layer palette to get the colour I want. You can also use the select and paint bucket tools! Lots of ways to change the colours. :)
